China has recently changed some of their processes for adoption. Families under this new program can proceed with concurrent, simultaneous and successive adoption. This is great news for many waiting families! The new program is called “Special Focus” and was started on September 1, 2010. “Special Focus” children are those who have been on the shared agency list for at least 2 months or those who have participated in a CCAA (China Center of Adoption Affairs) sponsored Hope Camp. Families will have up to 6 months to complete and submit their dossier to the CCAA.
The CCAA will allow multiple adoptions with “Special Focus” children in the following ways:
- Concurrent. This is where a family keeps their original LID (Log In Date) for the NSN (non-special needs) program and pursues the adoption of a “Special Focus” child at the same time. The CCAA will use the same dossier for both adoptions. This allows a family to keep their place in the NSN line while opening their hearts and home to a child with special needs.
- Simultaneous. This is where a family adopts two children at the same time. In order to go this route, one child must be a “Special Focus” child. Most agencies will require you to get pre-approval before traveling this path. There are several factors to consider when adopting 2 children at the same time, such as attachment and adjustment. Your social worker will talk with you in-depth about these factors before recommending this option for you as many families can only handle adopting one child at a time.
- Successive. This is where a family adopts another child within 1 year of the previous adoption. The second child must be a “Special Focus” child. Families can use their previous dossier but have to submit an updated home study.
My daughter is a “Special Focus” child. I’m still not sure why as her special need is 100% correctable in the United States. I submitted the LOI (Letter of Intent) at the end of January and have until the end of July to get my dossier to China. So this program is definitely special to me!
